Qeveria ka gati tashm\u00eb projektligjin e ri \u2018P\u00ebr Taks\u00ebn e Pasurive T\u00eb Paluajtshme\u2019, i cili kalon n\u00eb nj\u00eb sistem taksimi t\u00eb pronave n\u00eb baz\u00eb t\u00eb \u00e7mimeve t\u00eb tregut. Sa m\u00eb e shtrenjt\u00eb t\u00eb jet\u00eb prona aq m\u00eb e lart\u00eb taksa, dhe sa m\u00eb n\u00eb qend\u00ebr t\u00eb jet\u00eb aq m\u00eb shum\u00eb do t\u00eb paguhet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTaksa mbi pasurin\u00eb e paluajtshme e bazuar n\u00eb vler\u00ebn e tregut, \u00ebsht\u00eb nj\u00eb taks\u00eb e drejt\u00eb. Regjimi tatimor q\u00eb zbatohet aktualisht n\u00eb Shqip\u00ebri i vendos n\u00eb shum\u00eb raste t\u00eb nj\u00ebjt\u00ebn barr\u00eb tatimore, si nj\u00eb personi q\u00eb ka pasuri t\u00eb paluajtshme n\u00eb qend\u00ebr t\u00eb qytetit, ashtu dhe nj\u00eb personi q\u00eb ka pasuri t\u00eb paluajtshme me t\u00eb nj\u00ebjtat karakteristika, por n\u00eb periferi t\u00eb qytetit, me vler\u00eb tregu m\u00eb t\u00eb ul\u00ebt\u201d, thuhet n\u00eb relacion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kjo metod\u00eb n\u00eb taksimin e pron\u00ebs sipas Ministris\u00eb s\u00eb Financave, ka potencial t\u00eb fort\u00eb p\u00ebr rritjen e t\u00eb ardhurave.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTaksa mbi pasurin\u00eb e paluajtshme duhet t\u00eb forcohet dhe shnd\u00ebrrohet n\u00eb t\u00eb ardhmen n\u00eb shtyll\u00ebn par\u00ebsore t\u00eb t\u00eb ardhurave vendore, duke garantuar nj\u00eb burim m\u00eb t\u00eb q\u00ebndruesh\u00ebm, m\u00eb t\u00eb drejt\u00eb dhe m\u00eb t\u00eb parashikuesh\u00ebm t\u00eb t\u00eb ardhurave p\u00ebr bashkit\u00eb\u201d, thuhet n\u00eb relacion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u00ebrve\u00e7se taksimi do t\u00eb b\u00ebhet n\u00eb baz\u00eb t\u00eb vler\u00ebs q\u00eb ka prona n\u00eb treg, do t\u00eb ndryshoj\u00eb edhe tarifa, nga 0.05% q\u00eb \u00ebsht\u00eb aktualisht n\u00eb 0.1% -0.2% e vler\u00ebs s\u00eb saj.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cP\u00ebr t\u00eb gjitha nj\u00ebsit\u00eb e nd\u00ebrtesave q\u00eb p\u00ebrfshihen n\u00eb kategorin\u00eb \u2018nd\u00ebrtesa p\u00ebr banim\u2019, shkalla e taks\u00ebs mund t\u00eb varioj\u00eb nga 0,1% (zero presje nj\u00eb p\u00ebr qind) deri n\u00eb 0,2% (zero presje dy p\u00ebr qind)\u201d, thuhet n\u00eb nenin 12 germa D.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/acnevulgaristreatments.com\/wp-content\/uploads\/2026\/06\/6a32bd84c8d9dtab-1.jpg\" alt=\"\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Madje sipas argumenteve t\u00eb dh\u00ebna p\u00ebr k\u00ebt\u00eb formul\u00eb taksimi bazuar n\u00eb vler\u00ebn e tregut, qeveria synon t\u2019i v\u00eb fre edhe spekulimeve me \u00e7mimet e pronave.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cN\u00eb k\u00ebt\u00eb kuad\u00ebr ajo mund t\u00eb de-motivoj\u00eb gjithashtu fryrjen e pajustifikuar t\u00eb \u00e7mimeve t\u00eb pasurive t\u00eb paluajtshme. Taksa e re pasuris\u00eb do t\u00eb p\u00ebrbej\u00eb nj\u00eb kosto dometh\u00ebn\u00ebse p\u00ebr pronar\u00ebt dhe mund ta b\u00ebj spekulimin me \u00e7mimet m\u00eb t\u00eb rrall\u00eb\u201d, vijon relacioni.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u00ebrmes k\u00ebtij projektligji vendi ndahet n\u00eb 7 zona, q\u00eb do t\u00eb p\u00ebrdoren p\u00ebr t\u00eb reduktuar tatimin p\u00ebr banes\u00ebn e par\u00eb. Kjo reform\u00eb e re n\u00eb taksim do t\u00eb r\u00ebndoj\u00eb m\u00eb shum\u00eb mbi banesat e dyta e m\u00eb shum\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb nenin 8 sqarohet se si do t\u00eb b\u00ebhet diferencimi n\u00eb taksim nga banes\u00eb e par\u00eb n\u00eb t\u00eb dyt\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIndividi i cili ka n\u00eb pron\u00ebsi apo posedim, 2 (dy) ose m\u00eb shum\u00eb banesa, ka t\u00eb drejt\u00ebn e zbritjes p\u00ebr banes\u00ebn e par\u00eb, p\u00ebr vet\u00ebm 1 (nj\u00eb) prej k\u00ebtyre banesave, pa marr\u00eb parasysh faktin q\u00eb banesat mund t\u00eb ndodhen n\u00eb Bashki t\u00eb ndryshme\u201d, thuhet n\u00eb nenin 8 pika 4.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Po n\u00eb nenin 8, p\u00ebrcaktohet nj\u00eb zbritje nga vlera e banes\u00ebs s\u00eb par\u00eb t\u00eb t\u00eb gjith\u00eb individ\u00ebve, n\u00eb nj\u00eb shum\u00eb t\u00eb barabart\u00eb me 50% t\u00eb vler\u00ebs s\u00eb banes\u00ebs s\u00eb par\u00eb, por n\u00eb \u00e7do rast, jo m\u00eb shum\u00eb se pragu maksimal i zbritjes i p\u00ebrcaktuar p\u00ebr 7 kategorit\u00eb e bashkive.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/acnevulgaristreatments.com\/wp-content\/uploads\/2026\/06\/6a32bd8ed9867tab-2.jpg\" alt=\"\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb Tiran\u00eb pragu maksimal i zbritjes nga vlera e pron\u00ebs do t\u00eb jet\u00eb 8,4 milion\u00eb lek\u00eb. P\u00ebr grupin e dyt\u00eb ku p\u00ebrfshihen bashkit\u00eb Durr\u00ebs, Himar\u00eb Vlor\u00eb, Sarand\u00eb ulja maksimale do jet\u00eb 4,75 milion\u00eb lek\u00eb, p\u00ebr bashkit\u00eb n\u00eb kategorin\u00eb e tret\u00eb Elbasan, Fier, Kam\u00ebz, Kavaj\u00eb, Kor\u00e7\u00eb, Lezh\u00eb, Pogradec, Shkod\u00ebr dhe Vor\u00eb vlera e pron\u00ebs ulet me 3,55 milion\u00eb lek\u00eb para se t\u00eb taksohet. P\u00ebr bashkit\u00eb n\u00eb kategorin\u00eb e kat\u00ebrt ku p\u00ebrfshihen Berat, Dib\u00ebr, Divjak\u00eb, Gjirokast\u00ebr, Gramsh, Kruj\u00eb, Kuk\u00ebs, Librazhd, Lushnj\u00eb, Mal\u00ebsi e Madhe, Mat, Mirdit\u00eb, P\u00ebrrenjas dhe Rrogozhin\u00eb zbritja p\u00ebr banes\u00ebn e par\u00eb \u00ebsht\u00eb 2.8 milion\u00eb lek\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u00ebr bashkit\u00eb n\u00eb kategorin\u00eb e pest\u00eb Belsh, Bulqiz\u00eb, C\u00ebrrik, Delvin\u00eb, Devoll, Dimal, Dropull, Finiq, Has, K\u00eblcyr\u00eb, Klos, Konispol, Ku\u00e7ov\u00eb, Kurbin, Libohov\u00eb, Maliq, Mallakast\u00ebr, Patos, Peqin, P\u00ebrmet, Pustec, Roskovec, Shijak, Tepelen\u00eb dhe Tropoj\u00eb zbritja \u00ebsht\u00eb 2 milion\u00eb lek\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u00ebr bashkit\u00eb n\u00eb kategorin\u00eb e gjasht\u00eb ku b\u00ebjn\u00eb pjes\u00eb bashkit\u00eb Kolonj\u00eb, Poli\u00e7an, Puk\u00eb, Selenic\u00eb, Skrapar dhe Vau i Dej\u00ebs zbritja \u00ebsht\u00eb 1,45 milion\u00eb lek\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kategoria e fundit, e shtata ku futen Fush\u00eb-Arr\u00ebz dhe Memaliaj, zbritja e vler\u00ebs s\u00eb pron\u00ebs \u00ebsht\u00eb maksimumi 750 mij\u00eb lek\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pasi b\u00ebhen k\u00ebto zbritje mbi vler\u00ebn e pron\u00ebs, aplikohet tatimi.
